Milton Special Town Meeting

In June 2025, Milton will hold a Special Town Meeting to decide on compliance with the "as of right" MBTA Communities Act, debating two zoning plans to meet the state’s multi-family housing requirements near the Mattapan Trolley. The first plan, advocating for an “adjacent community” classification, arguing that the trolley’s limited capacity and deteriorating infrastucture warrant a 10% increase in housing units (about 984 units), focusing on areas near commuter rail stations to minimize the impact on single-family neighborhoods. The second plan accepted Milton’s “rapid transit” designation, requiring a 25% increase (about 2,461 units) near trolley stations like Blue Hills Parkway and Eliot Street, aligning with state regulations but raising concerns about overdevelopment and infrastructure strain. Facing a July 14, 2025, deadline to avoid penalties like loss of state grants, the meeting will likely highlight tensions between state mandates and local concerns, with significant implications for the future of Milton’s housing strategy and town character.

Rapid Transit Plan Data: 25%

This plan accepts Milton’s current designation as "rapid transit", as defined by the state’s Executive Office of Housing and Livable Communities (EOHLC), due to the Mattapan Trolley’s "integration" with the Red Line. This plan spreads the housing units across twelve districts; Fairmont Station, Paper Mill Site, Mattapan Station, Blue Hills Pkwy Corridor, Eliot Street Corridor, Milton Station West (MMU), Milton Station Bridge, Milton Station East (MMU), Granite Avenue North, East Milton Square Site (MMU), Randolph Avenue East and Randolph Avenue West.

Adjacent Community Plan Data: 10%

The second plan advocates reclassifying Milton as an “adjacent community", arguing that the Mattapan Trolley, a historic suburban trolley system does not meet the criteria for rapid transit due characteristics such as its limited capacity, slower service, and lack of direct subway connection with the Red Line. This plan spreads the housing units across six districts; Granite Avenue North, 711 Randolph Ave, Paper Mill Site, Blue Hill Ave Station, Eliot Street Corridor and Blue Hills Pkwy.
